rain and CO2 emissions, along with efforts to produce cleaner engines and cleaner fuels, with
efforts extending even to achieving driverless vehicles that have more uniform fuel usage.
Assessing full environmental cost includes beginning with placement of the roadway,
manufacture and use of the machinery used in construction, and other types of items. The
paper concludes that a linear programming approach can be beneficial for controlling for or

Air Transport of Hazardous Materials

An 18 page paper discussing increasing regulation of air transport of hazardous materials, using primary lithium batteries and butane lighters as examples. Aviation authorities have moved to decrease risk in all areas, not only those appearing to be directly related to political pressures and the threat of terrorism. As hazardous materials are moved from one place to another and as manufacturing continues the trend of moving offshore, the movement of specific items becomes more frequent and therefore more open to accidents and transport-related problems. The current approach is to accept questionable items until it becomes apparent that these items should be transported by other means. The paper recommends that the government continue in this vein.
