Federal Budget Process – The Role Of Congress

Both fiscal and monetary policy are effective in stimulating growth in a depressed economy, but monetary policy has the greatest immediate and short-term effect. Fiscal policy sets the nation’s tone, defining whether it is or is not friendly to business. Monetary policy affects daily decisions, however.
