It is difficult to ignore the tremendous financial trouble that plagues the United States Social Security system, with the primary problems being America's current number of retirees and the fact that the Social Security trust fund has not been properly invested in the past. If no such problems existed, President Bush would not be suggesting that part of social security payments go to the stock market as a means by which to help bail out the failing program. What are the issues for and against such a change? The potential benefits and the potential costs?
